October 2018: Week 5

CABINET DECISIONS TAKEN DURING THE CABINET MEETING HELD ON MONDAY 29thOCTOBER, 2018 AT STATE HOUSE ENTEBBE.

Cabinet:

  1. Approved the  Zero Tolerance to Corruption Policy 2018

The objectives of the Policy are;

(i)                  to firmly renew Government’s commitment to fight corruption by strengthening synergies, collaboration and coordination amongst all stakeholders, both Government and Non- Government, for the effective implementation of anti- corruption measures;

(ii)                 to institute and effectively enforce anti-corruption measures. This includes strengthening the implementation of existing Policies;

(iii)               to inculcate a culture of Integrity, Accountability and Patriotism at all levels. 

  1. Approved the Ratification of the Agreement Establishing the African Continental Free Trade Area (AfCfTA).The Agreement will;

(i)                  Create a single market for Goods and Services and the movement of business persons in accordance with Agenda 2063;

(ii)                 Promote economic, Social and cultural development and the integration of African economies in order to increase economic self-reliance;

(iii)               Abolish among Member States, Non-Tariff Barriers in order to establish a Free Trade Area at the level of each Regional Economic Community.

  1. Approved the proposal to borrow USD87.5 and accepted a Grant of USD 62.5 from the International Development Association (IDA) of the World Bank Group as additional funding for the Development Response to Displacement Impacts Project (DRDIP). The purpose of the Project is;

(i)                   to improve access to basic social services, expand economic opportunities and enhance environmental management for communities hosting refugees;

(ii)                 to support Refugee host communities to improve their welfare in the Districts of; Arua, Koboko, Yumbe, Moyo, Adjumani,Lamwo,Kiryandongo,Hoima, Kyegegwa,Kamwenge and Isingiro.

  1. Noted that the Forum on China Africa Cooperation (FOCAC) Summit was held in Beijing, People’s Republic of China from 3-4th September 2018 and a pledge of US$60billion was announced to cover the plan period of 2019-2021.Therefore Cabinet;

(i)                  Authorized the Inter-Ministerial Committee to study and identify Opportunities and Projects under the   Forum on China Africa Cooperation (FACO)  and present them to Cabinet for consideration and Financing to cover the following areas; Industrial promotion, Infrastructure connectivity, Trade facilitation, Green development, Capacity building, Health care, people to people exchange peace and Security.
