Kampala, Uganda – November 28, 2024 – The Government of Uganda, in collaboration with the International Telecommunication Union (ITU) and with the support of China Aid, hosted a significant event, “Accelerating the Achievement of the Digital Uganda Vision through Future-Ready Policy Interventions and Capacity Development.” This event marks the conclusion of the “Technical Assistance and Training to Uganda on National ICT Development Strategy” project (2021-2024).
The project, financially supported by the Global Development and South-South Cooperation Fund, has played a pivotal role in Uganda’s journey toward digital inclusion and economic growth. By integrating infrastructure development, policy strengthening, and human capacity-building, the initiative aligns with the key objectives of the Digital Uganda Vision and the Digital Transformation Roadmap. The roadmap’s focus on digital infrastructure, data management, e-services, cybersecurity, and skills development has been further advanced through this partnership.
Over 5,000 Ugandans have benefited from the project’s robust capacity-building programs. These include policymakers gaining expertise in drafting effective ICT policies, educators equipped to deliver digital literacy programs, and ICT professionals trained in areas such as cybersecurity, data management, and software development. Entrepreneurs and innovators have also harnessed these opportunities to scale their businesses and create solutions for local challenges through the techpreneur pilot.
The impact of this initiative is evident in the increased internet access, particularly in rural districts. Infrastructure improvements, including broadband tower installations in underserved regions such as Karamoja and northern Uganda, have resulted in a 30% rise in internet penetration in rural areas.
Support from ITU has been instrumental in ensuring Uganda’s digital transformation is underpinned by strong policies and scalable initiatives. ITU has provided technical expertise and guidance, enhancing frameworks for broadband deployment, last-mile connectivity, infrastructure sharing, big data, and green data center investment.
As Uganda aims to connect 80% of its population to broadband by 2025, the achievements of this partnership highlight the potential of strategic alliances in driving meaningful progress. Today, we celebrate these accomplishments while providing a platform for stakeholders to discuss lessons learned, ongoing challenges, and opportunities for future collaboration.
