The Ministry of ICT and National Guidance recently hosted a delegation from the United States Embassy for an in-depth discussion on advancing collaboration in AI, digital innovation, and cybersecurity. The meeting also focused on America’s AI Exports Program, exploring opportunities for Uganda to adopt advanced U.S. AI technologies and pursue joint initiatives that can strengthen the country’s digital ecosystem.
The Ministry team was led by Permanent Secretary, Dr Aminah Zawedde, with Assistant Commissioner Ambrose Ruyooka of the Department of Research and Development in attendance. Representing the U.S. Embassy were Jacob Surface, the Economic Unit Chief for Uganda, and Eli Roeschke. The engagement reflected a shared excitement about Uganda’s digital future and the expanding partnership between the two countries.
During the meeting, Dr Zawedde highlighted the core pillars of Uganda’s Digital Transformation Roadmap, which include digital infrastructure, digital services, digital skilling, cybersecurity and data protection, and innovation and entrepreneurship. She explained that this collaboration aligns with national development priorities under NDP IV and Vision 2040 by creating avenues for technology transfer, capacity building and joint innovation in emerging technologies. She noted that strategic international partnerships are essential to advancing Uganda’s digital transformation and ensuring that local innovations can reach their full potential.
One of the key discussion points was Uganda’s growing network of innovation spaces in public universities. These regional hubs and emerging AI sandboxes are designed to provide students, researchers, and innovators with hands-on environments to test and build practical digital solutions. By the end of the current development plan, every region is expected to host a fully accredited innovation sandbox that supports community-driven innovation and promotes inclusive growth.
The Ministry also showcased the country’s progress with homegrown digital systems. Platforms such as the Online Business Registration System, the national e-Procurement system, and financial and beneficiary management tools were all developed locally. At the National ICT Innovation Hub in Nakawa, more than fifty-two Ugandan innovations have been supported and commercialised, demonstrating the vibrancy and potential of the local innovation ecosystem.
The U.S. delegation expressed strong interest in expanding collaboration, especially in AI deployment under America’s AI Exports Program, cybersecurity readiness, technical assistance and digital infrastructure development. They encouraged the Ministry to share upcoming tenders where American AI solutions could provide value. Jacob Surface remarked that the United States is encouraged by Uganda’s innovation momentum and sees significant opportunities for cooperation that can advance the digital goals of both countries.
Throughout the engagement, both sides acknowledged Uganda’s potential to become a competitive digital hub, supported by its youthful population, strong English proficiency and rapidly evolving innovation culture. The discussions reinforced the role of strategic partnerships in accelerating the country’s digital transformation agenda and supporting long-term national priorities.
The meeting concluded with a commitment from both teams to continue the dialogue and deepen collaboration in AI adoption, cybersecurity, digital skilling, infrastructure development and innovation. These joint efforts will contribute to the aspirations of the Digital Transformation Roadmap, NDP IV and Vision 2040.
