Tororo District Set to Host One-Stop Government Service Center
Residents of Tororo District will soon access a wide range of Government services from one location following a readiness inspection of the renovated Service Uganda Center ahead of its operationalization.
The inspection was conducted by the Ministry of ICT and National Guidance, the Ministry of Public Service, the National Information Technology Authority-Uganda (NITA-U), and Posta Uganda Limited.
Supported through the Uganda Digital Acceleration Project (UDAP-GovNet), the Tororo facility is one of 19 Service Uganda Centers planned across the country under the One-Stop Center model. The initiative is repurposing Posta Uganda facilities into modern, technology-enabled centers that bring essential Government services closer to citizens.
Opening the engagement, Posta Uganda Managing Director Mr. James Arinaitwe said the project demonstrates how Government infrastructure can be adapted to meet changing public needs. He noted that while postal services continue, Posta Uganda's nationwide network provides an ideal platform for expanding access to Government services.
The renovated Tororo center will offer services such as passport applications, national identity registration, driving license services and other essential public services, reducing the need for residents to travel to larger towns or Kampala.
Speaking during the inspection, the Permanent Secretary of the Ministry of ICT and National Guidance, Dr. Aminah Zawedde, said the project reflects Government's commitment to improving service delivery through digital transformation.
"There was a time when accessing Government services felt harder than climbing Tororo Rock. Today, that is changing. We are bringing services closer to the people through digital transformation."
She said the centers will not only improve access to services but also provide public Wi-Fi, digital skills training and innovation spaces where communities can help shape digital solutions that respond to local needs.
"We are not forcing technology onto people. We are providing technology that responds to their needs and makes Government services easier, faster and more convenient."
Dr. Zawedde added that Government continues to expand the digital infrastructure supporting these services through the National Backbone Infrastructure, Government data centers and last-mile connectivity to public institutions.
The Permanent Secretary of the Ministry of Public Service, Ms. Catherine Bitarakwate Musingwiire, described the Service Uganda Centers as a flagship public service reform.
"The establishment of Service Uganda Centers is aimed at bringing public services closer to citizens, improving efficiency, promoting transparency and delivering more responsive, citizen-centered services."
She commended Posta Uganda for availing its facilities and acknowledged the contributions of NITA-U, the Ministry of Works and Transport, the Ministry of Finance, Planning and Economic Development, the World Bank, Tororo Municipal Council, contractors and consultants.
Providing a technical update, NITA-U Executive Director Dr. Hatwib Mugasa said the centers are intended to become community hubs for digital services, innovation and skills development.
"We want these centers to become places where communities learn digital skills, share ideas and help Government design better services that respond to local needs."
He said the successful implementation of the first regional centers will support the expansion of the program across the country.
NITA-U Project Manager Ms. Madeleine Mugisa said Tororo is one of three regional centers currently under renovation alongside Gulu and Mbarara.
The refurbished facility will include 28 service counters, a customer waiting area, a boardroom and training room, office space, modern ICT infrastructure, CCTV surveillance, access control systems, digital queue management, customer feedback systems and public Wi-Fi.
Construction began on 7th May 2026 and is expected to be completed in November 2026, after which the center will be handed over for operationalization.
Welcoming the delegation, leaders from Tororo District and Tororo Municipal Council thanked Government for selecting Tororo as one of the first regional Service Uganda Centers, noting that the facility will save residents time and travel costs while creating employment opportunities for local communities.
