Posta Uganda Eyes Growth in Digital Delivery and Logistics
Posta Uganda is expanding its focus on digital delivery, courier services and logistics as the company responds to growing demand for parcels, e-commerce and last-mile delivery.
The shift was highlighted during a familiarisation visit by the Ministry of ICT and National Guidance to the Posta Uganda offices in Kampala on 10th July 2026, where the company outlined plans to modernise its services, expand its delivery network and pursue new business opportunities.
The visit was led by the Minister of ICT and National Guidance, Rt. Hon. Justine Kasule Lumumba, accompanied by the Minister of State for Information, Hon. Joyce Nabbosa Ssebugwawo, and the Acting Permanent Secretary, Ms. Sophia Nantongo, the Under Secretary and senior Ministry officials.
During a tour of the company’s operations, the delegation followed the journey of international mail and parcels from arrival and customs clearance to processing and final delivery.
The Ministers visited the international mail and customs area and observed how items received through the airport are inspected, cleared and prepared for collection or onward delivery. They were also shown how CCTV monitoring and digital systems are used to protect customers’ items and track their movement. “All our deliveries are monitored online. We can track an item from the time it arrives in the country through processing to final delivery,” the Managing Director said.
Posta Uganda reported zero cases of mail loss over the past two years, which management attributed to digital tracking, CCTV monitoring and secure mail-handling procedures.
The company serves more than 80,000 postal box customers and plans to strengthen last-mile delivery by deploying motorcycles and delivery vehicles to take parcels directly to homes, offices and businesses.
The Managing Director said the company was adapting its business model as traditional letter mail declines and demand for cargo, parcels and courier services grows.
“Cargo is growing while traditional letter mail is declining. We shall continue investing in information technology because it is central to the future of the company,” he said.
Posta Uganda operates 48 departmental post offices, supported by sub-post offices and postal agencies across the country. Through partnerships with postal operators in about 192 countries, Ugandans can send and receive mail, parcels, educational materials, computers and goods purchased online.
The company also operates six postal buses that transport passengers while carrying mail and parcels between major towns and post offices. Plans are underway to expand the fleet and extend services to underserved areas.
Selected postal facilities are being modernised with Government support under the Uganda Digital Acceleration Project. Refurbishment works at Gulu and Mbarara post offices were reported at approximately 80%, while works at Tororo Post Office had reached about 60%.
Arua, Fort Portal and Masaka post offices are being considered for the next phase of the programme.
Rt. Hon. Lumumba commended the Posta Uganda Board, management and staff for maintaining the company’s services and preserving its infrastructure and properties across the country.
“Thank you for preserving the services, the systems, the land and the buildings. These are valuable Government assets located in strategic areas across the country,” she said.
The Minister encouraged the company to leverage its nationwide presence to build a stronger delivery and logistics network by expanding its courier, cargo, parcel, e-commerce, and last-mile services.
“You have several business areas. The question is how we can make them bigger so that the company generates more revenue and expands its services,” Rt. Hon. Lumumba said.
She advised management to review Government policy statements, budgets and procurement plans to identify opportunities and position the company to provide relevant services.
The Minister noted that Posta Uganda’s network could support the delivery of official documents, identification cards, educational materials, equipment and other Government consignments.
The delegation also discussed the national postal code and addressing system, which is expected to make it easier to locate homes, businesses and institutions and improve the efficiency of deliveries.
A pilot implemented in Entebbe assigned standard addresses to buildings and properties. Lessons from the pilot are expected to guide expansion to other parts of the country.
The system is expected to support e-commerce, banking, taxation, emergency response, security, land administration and Government planning. “Now that the system has been piloted in Entebbe, we should document the lessons and identify the next areas for implementation,” Rt. Hon. Lumumba said.
She also proposed exploring electric buses and motorcycles for postal transport and last-mile delivery as the company expands its network.
The Minister encouraged Posta Uganda to increase public awareness of its services through television, radio and digital platforms.
The visit formed part of the Ministry’s ongoing engagements with institutions under the ICT and National Guidance sector to understand their operations, address shared priorities and support future growth.
