The Ministry of ICT and National Guidance, through the Department of National Guidance, held a two-day Civic Awareness and Ideological Orientation Training for elected and appointed leaders in Kakumiro District with Rt. Hon. Robinah Nabanja as the Guest of Honor.

The training, which began on Thursday, 25th June, brought together over 200 participants, aiming to strengthen civic responsibility, promote patriotism, and equip leaders with the knowledge and values needed to effectively champion national development.

At the opening of the training, the Chief Administrative Officer (CAO) of Kakumiro District, Mr. Akera John Bosco, congratulated the district's elected leaders on the trust the people have placed in them, emphasizing that civic education serves as a vital bridge between government and citizens by fostering informed participation, accountability, and effective service delivery.

The Resident District Commissioner (RDC) Mr. Amooti Kibuuka Bazigatirawo, reminded participants that leadership is both a privilege and a God-given responsibility. He urged leaders to remain mindful of their duties and to serve their communities with integrity, commitment, and a strong sense of public service.

Delivering his remarks, the Minister of State for National Guidance, Hon. Alioni Yorke, revealed that the Ministry has scheduled the deployment of 100 computers to Kakumiro District to support digital transformation and public service delivery. He emphasized that corruption is not merely a legal challenge but an ideological and values crisis rooted in weakened national consciousness. He noted that corruption has constrained Uganda's development since independence and warned that ideological weaknesses continue to affect various sectors.

Honorable Alioni explained that the Ministry's deep ideological orientation programme seeks to rebuild patriotism, integrity, and national consciousness across the country, stressing that overcoming corruption requires citizens and leaders alike to place national interest above personal gain and greed. He added that eliminating corruption is essential for Uganda to realize its aspiration to grow the economy and achieve Vision 2040.

In her keynote address, the Rt. Hon. Robinah Nabanja reaffirmed that Uganda's transformation must be anchored on a strong ideological foundation built on patriotism, Pan-Africanism, democracy, and socio-economic transformation. She called upon leaders, particularly those in the Bunyoro Sub-region, to promote peace and unity, support responsible resource management, mobilize communities for development, and uphold integrity. She concluded by reminding leaders that sustainable economic progress can only be achieved through moral leadership, national unity, and selfless service to the country.

The two-day training highlighted the Ministry's continued commitment to building an informed, patriotic, and values-driven leadership equipped to inspire positive change at the grassroots level. By strengthening civic awareness and ideological orientation among leaders, the Ministry aims to foster accountable governance, enhance citizen participation, and accelerate Uganda's socio-economic transformation in line with the country's national development aspirations.
