Recognition of Best Performing Staff of 2025/2026
The Ministry of ICT and National Guidance recognized outstanding staff members for their contribution to service delivery, innovation, teamwork, and commitment to duty during the Ministry’s Annual General Staff Meeting held on 14th May 2026 at the National ICT Innovation Hub in Nakawa.

The meeting brought together staff from across the Ministry, including officers in ICT, Communications, National Guidance, Finance and Administration, as well as drivers, secretaries, security personnel, and support staff who contribute to implementing the Ministry’s mandate.

Speaking during the meeting, the Permanent Secretary, Dr. Aminah Zawedde, urged staff to remain focused on service delivery and respond effectively to the growing expectations of citizens as Uganda begins a new political term following the swearing-in of President Yoweri Kaguta Museveni on 12th May 2026.

She noted that with the implementation of the National Development Plan IV already underway, government institutions must work faster and smarter to deliver on national priorities.

“The expectations of the citizens are very fast growing; therefore, we need to have systems that respond to all the needs of the citizens,” Dr. Zawedde said. She added that the popular phrase “kisanja no sleep” reflects the urgency for public servants to deliver on government commitments within the set timelines.

Dr. Zawedde also encouraged staff to continuously adapt to emerging technologies, noting that the ICT sector evolves rapidly and requires every officer, regardless of their role, to embrace innovation and digital skills.

She highlighted the expansion of internet penetration and the development of innovative systems among the Ministry’s key priorities for the financial year.

The Permanent Secretary further emphasised the importance of teamwork, communication, integrity, and mutual respect in achieving the Ministry’s goals.

“There is a saying that if you want to go fast, go alone, but if you want to go far, go with people. This means that sustained progress comes when people work as a team, not as individuals,” she said.

Earlier in the day, Heads of Departments participated in a panel discussion on the theme "Beyond Departments, Working Together and Serving Better." The discussion featured leaders from the departments of Communication and Information Dissemination, Finance and Administration, National Guidance, ICT Infrastructure Development, Data Networks, Electronic Services, and Research and Development.

The panel discussion focused on strengthening cross-departmental collaboration, clarifying each department's role, and reinforcing the shared responsibility for advancing Uganda’s digital transformation agenda.

One of the highlights of the meeting was the staff awards ceremony, where 17 staff members were recognized for exceptional performance during the 2025/2026 financial year.

The awards recognised excellence in different categories, including the Partnership Award for strong collaboration and teamwork, the Hidden Gem Award for consistent and reliable performance behind the scenes, and the Innovator Award for creativity and problem-solving in the workplace.

The Ministry also presented End-of-Service Awards to officers retiring from public service. The recipients included Mr. Jonah Jackson Bakalikwira, also now appointed as a Presidential Advisor, Ms. Goretti Nambozo, Ms. Getrude Kabasiita, Mr. David Kyetume Kasanga, and Dr. Fredrick Twesiime.

The meeting closed with renewed staff commitment to continue supporting the Ministry’s mandate to provide strategic leadership, policy direction, regulation, and advocacy for Uganda’s ICT sector, while promoting national guidance for socio-economic transformation.
