IT and Communications Officers Equipped for Service Delivery at Induction Training.
Ms. Sophia Nantongo, the Under Secretary at the Ministry of ICT and National Guidance, recently urged Information Technology (IT) and Communication Officers to leverage the Government’s established digital infrastructure to improve service delivery to citizens. She made these remarks at the start of a two-day induction training for newly appointed and rationalized Officers held from 18th to 19th June 2026 at the National ICT Innovation Hub in Nakawa.

Standing in for the Permanent Secretary, Dr. Aminah Zawedde, Ms. Nantongo briefed the Officers from various ministries, departments, and Agencies that Uganda currently stands at over 45 million phone subscriptions, over 30 million active internet subscriptions, and 5,833 kilometers of fiber. The Government, she said, had deliberately invested heavily in such infrastructure to drive the Digital Uganda Vision.

This Vision, as set out in the Digital Transformation Roadmap, seeks to achieve universal digital inclusion, enhance public service delivery, and build an innovative, competitive digital economy by 2040. “Millions of citizens rely on digital platforms every day to rationalize access to information, conduct business, and interact with government services. This growing digital landscape places significant responsibility on IT and Communication professionals,” she said.

Ms. Nantongo alluded to Koffi Anan, the former Secretary General of the United Nations who once said that “Knowledge is power. Information is liberating. Education is the premise of progress, in every society, in every family,” as a way of motivating the Officers that in their capacity, they could liberate the citizens by feeding them with the right information to transform their lives and that of their families in line with the tenfold growth strategy.

Mr. Alan Kasujja, the Executive Director of the Uganda Media Center, advised the Communicators to embrace and utilize the vast array of excellent technology at their disposal to effectively communicate Government programs during his session that focused on Effective Communication of Government Programs.

The other facilitators, Mr. Patrick Mundua, the Commissioner for Electronic Services, and Mr. Ruyooka Ambrose, the Commissioner for Research and Development, both at the Ministry of ICT, provided an overview of the ICT sector and the digital transformation agenda. Amongst others, they discussed the systems the Government was using to transform service delivery, such as the Parish Development Model Information System (PDMIS) and the Electronic Documents and Records Management System (EDRMS).

As part of the urgent need for a work-life balance, the IT and Communication Officers also benefited from sessions on mental wellness and managing work stress, building a positive mindset for personal growth, and also tapped into the experience of seasoned Officers as facilitated by Ms. Najjuma Christine, the Principal Assistant Secretary, and Mr. Omweru Alex, the Assistant Commissioner, Human Resource Management.

The two-day exercise closed with a session from the National Social Security Fund (NSSF) on financial literacy, the Officers swearing an oath of service and an oath of secrecy, and a renewed commitment to serving the citizens diligently.
