ICT Sector Leaders Chart Path for Better Service Delivery
The Ministry's leadership, heads of departments at the Ministry, and heads of agencies under the ICT sector have convened for the three-day 2026 ICT Sector Annual Performance Review Retreat, taking place from 5th to 7th August 2026, to evaluate progress and align strategic priorities for the 2026/27 Financial Year.
The retreat provides an opportunity to assess achievements made during FY2025/26, identify implementation challenges, and strengthen collaboration across the sector to accelerate Uganda's digital transformation agenda and improve service delivery for citizens.
Opening the retreat, Rt. Hon. Justine Kasule Lumumba, Minister of ICT and National Guidance, said the review was not simply about assessing performance, but about agreeing on practical actions that will improve services for Ugandans. She called on participants to approach the discussions with honesty, teamwork, and a shared commitment to results. "As we review our FY2025/26 performance and align for FY2026/27, I urge all staff and agency heads to be candid, work as a team, and focus on practical solutions. Together, we will accelerate digital transformation and deliver better services to every Ugandan."
The Minister added that the success of every institution depends on how well the entire sector works together, urging agencies to move beyond individual achievements and focus on collective results that improve citizens' lives.
Hon. Joyce Nabbosa Ssebugwawo, Minister of State for ICT, encouraged participants to keep citizens at the centre of every discussion and decision throughout the retreat. "This retreat is an opportunity for us to reflect on the progress made, learn from the past year, and plan for the future. We must put Ugandans at the centre of every decision, work more closely across institutions, and have honest discussions that will improve service delivery."
Hon. Alioni Yorke Odria, Minister of State for ICT and National Guidance (National Guidance), called for greater openness and stronger collaboration between the Ministry and its agencies, saying lasting progress depends on honesty, trust, and collective responsibility.
"It is better to move as a team and work as a team with honesty. When we are open with each other, we shall always move much further."
He encouraged agencies to openly discuss the challenges they face instead of withholding information, noting that the Ministry's role is to work with institutions to find solutions rather than assign blame. He assured participants that the leadership remains committed to supporting every agency and strengthening a culture of trust, collaboration, and shared responsibility across the sector.
Permanent Secretary Dr. Aminah Zawedde said the retreat builds on the familiarisation visits recently conducted across agencies under the Ministry, which enabled the leadership to better understand each institution's mandate, achievements, and priorities. She said the discussions would now focus on turning those insights into coordinated action across the sector.
"Over the past weeks, the leadership undertook familiarisation visits to agencies under the sector to understand their mandates, achievements, and priorities. This retreat takes us a step further by allowing us to look more closely at the work of each institution and identify how, together, we can deliver on our mandate."
The retreat will conclude with an agreed set of priority actions for FY2026/27 aimed at strengthening coordination across the sector, improving accountability, and delivering better digital services for all Ugandans.
