Parish Development Model

The Parish Development Model is a multi-sectoral approach focused on ensuring that every Ugandan, particularly in rural areas, actively participates in the monetized economy through structured interventions in agriculture, enterprise development, financial access, and infrastructure.
The Model positions the PARISH as the epicenter of multi-sectoral community development, planning, implementation, supervision and accountability. Parish as the lowest reference unit for planning, budgeting and delivery of interventions to drive socio-economic transformation.
Objectives of the Program
- Increase household incomes and improve livelihoods.
- Promote financial inclusion through the Parish Revolving Fund (PRF) and PDM SACCOs.
- Enhance community-based planning for development interventions.
- Strengthen agricultural productivity and commercialization.
- Improve governance and accountability in service delivery.
Pillars of the Parish Development Programme
- Production, Storage, Processing and Marketing - Enhancing agricultural value chains to increase productivity and market access
- Infrastructure and Economic Services - Expanding roads, markets, and digital connectivity to support economic growth
- Financial Inclusion - Providing affordable credit and financial services through PDM SACCOs.
- Social Services - Improving education, health, and social protection at the parish level.
- Community Mobilization and Mindset Change - Encouraging participation in economic transformation initiatives.
- Parish-Based Management Information System (PBMIS) - Strengthening data collection for informed decision-making.
- Governance and Administration - Ensuring transparency, accountability, and efficiency in implementation.
Expected Impact
- Transitioning subsistence households into the monetized economy, with a target of at least Ushs 20 million per household per year by 2025.
- Increased employment opportunities and local enterprise growth.
- Enhanced financial inclusion, particularly for women, youth, and marginalized groups
