Sectoral Performance Review Workshop Convened to Advance Digital Transformation Agenda

The Ministry of ICT and National Guidance held a two-day Performance Review Retreat from 17th to 18th June 2025 at Mestil Hotel, to assess progress under the Digital Transformation Programme for the Financial Year 2024/25. The retreat also focused on aligning institutional goals with the priorities of the newly adopted National Development Plan IV (NDP IV), while drawing lessons from the final implementation year of NDP III.

The retreat brought together the Ministry’s top leadership, departmental heads, affiliated agencies, Members of Parliament from the ICT and National Guidance Committee, and key development partners. The gathering provided a platform to review sector performance, address challenges, and chart a clear course for improved service delivery and digital advancement in Uganda.

In her opening remarks, Permanent Secretary Dr. Aminah Zawedde emphasized the importance of the gathering, noting that “this annual performance review meeting has been organized mainly to take stock of the achievements of the Digital Transformation Programme in the FY 2024/25.” She added that with the close of NDP III, “the goal is to increase ICT penetration and the use of ICT services for social and economic development.”

Hon. Godfrey Kabbyanga, Minister of State for ICT and National Guidance, welcomed participants and commended Parliament for their continued support. “Uganda’s ICT sector is one of the most vibrant and fastest-growing within the region,” he said. “This meeting is an opportunity for us to strengthen partnerships in working towards a more effective implementation of the Programme Implementation Action Plan.” He further reaffirmed the political leadership’s commitment to mobilizing resources and providing strategic guidance for the sector's continued growth.

The retreat was structured into themed sessions covering ICT infrastructure, digital services, communication, and national guidance. Day one focused on infrastructure development and ICT services, with presentations from Posta Uganda, UCC, UTCL, NITA-U, and UICT. Discussions addressed policy implementation, progress updates, challenges, and strategies for strengthening the sector’s capacity to deliver on its mandate.

Day two centered on communication and national guidance, featuring updates from the Uganda Media Council, UBC, New Vision Group, and the Uganda Media Centre. Agencies presented insights into how government messaging and information dissemination are being reimagined in a rapidly evolving digital landscape.

The retreat concluded with a strategic session on the Digital Transformation Programme’s future direction under NDP IV, led by the Permanent Secretary. The Hon. Minister of ICT and National Guidance delivered the closing remarks, reaffirming the Ministry’s commitment to coordinated, inclusive, and impactful digital transformation for all Ugandans.

This retreat not only served as an accountability mechanism but also reinforced the value of collaboration in delivering Uganda’s digital vision. As the country transitions to NDP IV, the Ministry is well-positioned to lead transformative initiatives that will harness technology for national development.
