Infrastructure
On 5 March 2025, President Yoweri Kaguta Museveni officially commissioned Phase 1 of the Kampala Flyover Construction and Road Upgrading Project at the Clock Tower in Kampala. This marks a significant step toward transforming Uganda’s capital into a modern, efficient city.
The event was attended by key government officials, including Prime Minister Rt. Hon. Robinah Nabbanja, Minister for Kampala Hon. Hajjati Minsa Kabanda, Minister of State for Works Hon. Musa Echweru, Minister of State for Transport Hon. Fred Byamukama, Minister of State for Finance Hon. Henry Musasizi, and IGG Betty Kamya.
With an investment of USD 80 million, the Kampala Flyover Project is the largest infrastructure development underway in the city. It aims to alleviate chronic traffic congestion, enabling smoother and faster commutes and improving urban mobility.
As President Museveni noted, the flyover is not just a physical structure but an investment in Uganda’s future. Traffic flow around the Clock Tower area has already improved, benefiting commuters and contributing to the region's economic growth.

Phase 1 includes:
• 584m Clock Tower Flyover
• 375.8m Nsambya Underpass
• 3 Pedestrian Bridges (at Shoprite, Clock Tower, and Kibuli)
• 3,190m of Road Widening
• Junction Improvements across key city roads

These upgrades will ease traffic flow, enhance pedestrian safety, and reduce the environmental impact of congestion.
In his speech, President Museveni emphasized the collective responsibility of maintaining the city’s cleanliness and sustainability. He urged the Kampala Capital City Authority (KCCA) to collaborate with the public to prevent waste from blocking drainage systems. “We all have a role to play in keeping our city clean,” he said.
Phase 2 will focus on Kitgum Junction, Garden City Junction, and Africana Junction. Procurement for contractors is expected to begin in 2025, with construction set to start in 2026.
With the completion of Lot 1, Uganda has made a major step toward becoming a modern urban hub. The flyover symbolizes progress and will continue to shape the development of Kampala.

This milestone highlights Uganda’s commitment to improving infrastructure and enhancing the quality of life for its citizens. The flyover marks the beginning of a brighter, more accessible, and sustainable future for Kampala.

Together, we build a better future for our city.
