ICT 5 Year Strategic Plan and Service Delivery Standards Unveiled

The Ministry of ICT and National Guidance launched its Five-Year Strategic Plan (FY 2025/26–FY 2029/30) and Service Delivery Standards (FY 2025/26–FY 2029/30) at the National ICT Innovation Hub, Nakawa. The two documents mark a major step toward building a digital, efficient, and citizen-centred public service.

The Strategic Plan provides a clear roadmap for creating an enabling environment for ICT adoption and service delivery. It focuses on streamlining infrastructure planning and deployment, digitalizing government services, promoting local ICT solutions, strengthening institutional coordination and policy enforcement, and increasing public awareness of national development initiatives.

Hon. Wilson Muruli Mukasa, Minister of Public Service, commended the Ministry for its forward-looking approach, noting that “efficient and digital-driven service delivery is the cornerstone of a modern public sector one that truly serves citizens with transparency, speed, and accountability.”

Hon. Dr. Chris Baryomunsi, Minister of ICT and National Guidance, reaffirmed that the Strategic Plan underscores Uganda’s commitment to digital transformation. “Through this Plan, we envision a Uganda where broadband coverage is universal, government services are automated, and local ICT innovations are commercialized to drive inclusive growth and create jobs. This is about transforming our economy through digitalization,” he said.

Aligned with the Digital Uganda Vision (DUV) and the Fourth National Development Plan (NDP IV), the Plan emphasizes harmonized infrastructure deployment, enhanced digital government services, and improved policy coordination. It also adopts a programme-based approach to planning and budgeting, ensuring that all implementing agencies and partners under the Digital Transformation Programme work collectively to achieve measurable outcomes.

The accompanying Service Delivery Standards define the minimum service levels and performance expectations within the Ministry. Developed with guidance from the Ministry of Public Service and the National Planning Authority (NPA), the Standards aim to improve efficiency, transparency, and accountability. They enable citizens to know what to expect from government, empower them to demand quality, and strengthen mechanisms for compliance and evaluation.

Ms. Lucy Nakyobe, Head of Public Service and Secretary to Cabinet, emphasized the importance of these standards in promoting accountability. “When citizens know what to expect, institutions are compelled to deliver. Service Delivery Standards empower the public to demand quality, fairness, and transparency and that is the essence of a responsive government,” she said.

Permanent Secretary Dr. Aminah Zawedde reaffirmed the Ministry’s commitment to implementing both documents, noting that they will accelerate digital transformation and improve public service delivery across government. She urged all Ministry staff, agencies, and partners to uphold the standards and contribute to the realization of Uganda’s digital vision.
