The Ministry of ICT and National Guidance, in partnership with MTN Uganda, convened a High-Level Government Round Table at the Sheraton Kampala Hotel to accelerate the implementation of Uganda’s National Digital Transformation Roadmap (2023/2024–2027/2028).
The strategic engagement brought together senior government officials, policymakers, and ICT leaders to co-develop a joint workplan featuring actionable frameworks and minimum viable projects (MVPs) aimed at delivering practical and impactful outcomes. The Ministry underscored its leadership in driving a coordinated national approach to digital transformation, emphasizing the need for inclusive, citizen-centric digital services.
Delivering the keynote address, Ambrose Ruyooka, Assistant Commissioner for Research and Development at the Ministry, highlighted the importance of such public-private collaborations in turning policy into tangible results. “This engagement truly reaffirms the value of public-private collaboration in turning policy into practical outcomes. With partners like MTN, we are advancing inclusive, citizen-centric digital services for all Ugandans. We commit to replicating this model with all industry players and partners across the digital transformation ecosystem,” Ruyooka stated.
MTN Uganda, as the event’s lead private-sector partner, demonstrated its readiness to support government through its suite of digital solutions, including Cloud services, Internet of Things (IoT), Managed Networks, and integrated e-Government platforms. These capabilities position MTN as a key technology partner in enhancing public service delivery and advancing Uganda’s digital agenda.
MTN Uganda CEO Sylvia Mulinge reiterated the company’s commitment to financial inclusion and efficiency in government systems. “We’re working on simplifying payment collection and enhancing transparency across public services. Our goal is to support systems that are efficient, accessible, and transparent,” she noted.
MTN’s General Manager of Enterprise Business Unit, Ibrahim Senyonga, added that MTN is no longer just a telecom provider but a full technology partner. “We’re developing integrated solutions that connect systems, empower institutions, and unlock potential across all sectors,” he said.
The ICT Government Round Table marks a significant milestone in the Ministry’s efforts to foster a digitally inclusive economy. With a clear roadmap and strong multi-sectoral partnerships, Uganda is laying the foundation for a sustainable, technology-driven future.
