As part of its commitment to spearhead Uganda’s digital transformation agenda, the Ministry of ICT and National Guidance, in collaboration with the Ministry of Public Service, successfully conducted a Training of Trainers (ToT) on the Electronic Document and Records Management System (EDRMS), branded as eDocs+. The training took place from 10th to 13th June 2025, at the Ministry’s computer lab. This marked an important step in building internal capacity to support the ongoing rollout of the EDRMS across government entities.
In his opening remarks at the start of the ToT, Kiirya Davis, Assistant Commissioner for Records and Information Management at the Ministry of Public Service, emphasized the importance of the initiative: “This Training of Trainers marks a critical step in our journey to transform how government manages its records and information. With the EDRMS, we are not just automating processes—we are strengthening institutional memory, improving service delivery, and ensuring that the public service operates with greater efficiency, transparency, and accountability. The success of this system depends on the capacity we build today.”
The ToT is a key component of the broader EDRMS initiative aimed at modernizing records and information management in public service. It is designed to equip technical officers with the knowledge and skills to manage, support, and train others in the use of the system. The officers trained will play a crucial role in providing first- and second-line technical support and in facilitating the onboarding of additional entities as the system is rolled out nationwide.
The journey toward this transformation began with a stakeholder consultative workshop in June of the Financial Year 2018/2019, which brought together over 50 Ministries, Departments, Agencies, and Local Governments to review and streamline records management processes. The workshop exposed major limitations in the existing standalone systems, such as EDMS and REC-FIND, and highlighted the need for an integrated, automated solution that could support the complete lifecycle of records management.
Following these findings, a Memorandum of Understanding was signed between the Ministry of ICT and National Guidance and the Ministry of Public Service, leading to a three-year framework contract with Info Consults International Ltd in November 2020. The contract focused on the design, development, testing, and commissioning of the EDRMS based on detailed system requirements. The resulting solution, eDocs+, is designed to support document creation, retrieval, processing, storage, and disposal—streamlining operations and enabling more timely and informed decision-making across government.
In June 2024, the Ministry of ICT and National Guidance acquired full ownership and source code rights to the EDRMS and initiated a two-year rollout plan targeting ten government entities. The recently concluded ToT is a cornerstone of this rollout, ensuring that the government has the internal expertise to sustainably manage and expand the system’s use.
The training was delivered through a practical, hands-on approach using a dedicated EDRMS training instance that replicates the live production environment. Participants engaged in interactive sessions that included real-life simulations, system navigation exercises, workflow configuration, troubleshooting, task management, and user support strategies. These sessions were reinforced with presentations, discussions, and knowledge-sharing exercises to ensure a well-rounded understanding.
By investing in the Training of Trainers, the Ministry of ICT and National Guidance is laying the groundwork for a scalable and sustainable digital records management ecosystem in Uganda’s public service. The initiative is a critical step in modernizing public administration, improving service delivery, and strengthening transparency and accountability through technology-driven solutions.
