The AIG Public Leaders Programme Odyssey

For six transformative months, I had the privilege of participating in the 4th cohort of the AIG Public Leaders Programme 2024, hosted by the prestigious Blavatnik School of Government at the University of Oxford. This experience was not just an educational course but a profound professional and personal journey that reshaped my understanding of public service.

Sponsored by the Aig-Imoukhuede Foundation, the programme is designed to empower African leaders to navigate the complexities of governance. Among the many insights gained, three core lessons profoundly altered how I engage with leadership challenges in Uganda.

First, was the module on Harnessing Digital Technology that revolutionised my perspective on technology in governance. Rather than viewing digital tools as mere technical necessities, I learned to see them as vital enablers of transparency, accountability, and equitable service delivery. Through real-world examples and peer discussions, I discovered how simple digital solutions can dismantle barriers, reduce corruption, and extend services to underserved communities.

The Governance in Challenging and Changing Times module equipped me with adaptive leadership skills. It emphasised the importance of understanding the human and political nuances of complex situations, fostering dialogue, and building coalitions for meaningful change rather than imposing top-down directives.

Lastly, the module on Integrity in Civil Service anchored my leadership philosophy. Integrity, I learned, transcends the absence of corruption; it demands courage to uphold justice and to apply rules fairly and consistently.
This ethical foundation now guides every decision I make, ensuring public trust remains central.

This programme has not only sharpened my leadership skills but also reinforced my commitment to harnessing innovation and integrity in the service of Uganda’s development. So, I am deeply grateful to the Ministry of ICT and National Guidance for this life-changing opportunity, as it has always provided a strong platform for career growth and continuous learning, encouraging staff to pursue opportunities that expand their skills and impact.

The lessons I’ve learned, harnessing technology to serve citizens, practicing adaptive governance, and upholding integrity, are not mere academic theories. They are practical tools I will carry with me every day as I work to make a tangible difference in the lives of Ugandans. I also encourage my colleagues and young leaders across Africa to embrace such opportunities; the future of our continent depends on visionary, principled governance.

As Uganda writes the next chapter of its story, it calls for visionary public leadership. Having been challenged, inspired, and transformed, I am ready to step forward and help lead the way.
