MEDIA BRIEFING ON CABINET DECISION TAKEN DURING THE CABINET MEETING ON MONDAY 23 APRIL 2018 AT STATE HOUSE ENTEBBE

Cabinet Media briefing was done by Col. Shaban Bantarinza on behalf of the Hon. Minister of ICT and National Guidance.

 

On Monday 23 April 2018 cabinet sat and decided as follows

 

1.   Cabinet directed the Minister of Finance, Planning and Economic Development to ensure all accounting officers of Ministry, departments and Agencies (MDA’s) to undertake due diligence of all foreign investors who intend to partner with their entities to undertake investment projects. The accounting officers should undertake this role in close consultation with Financial Intelligence Authority before any project proposal is submitted to the public private partnership committer for consideration.

 

Reasons for the directive include the following

 

a)    To detect entities or individuals who may attempt to defraud government MDA’s by purporting to have huge sums of money that they intend to transfer to Uganda to finance various investment projects and seeking letters of introduction to open bank accounts from MDA’s, which accounts are used for purposes of money laundering.

 

b)   To ensure that only credible investors partner with MDA’s

 

c)    To minimize the risks associated with undertaking investment projects with potential criminals

 

2.   Cabinet approved the ratification of the Kigali amendment to the Montreal protocol on substances that deplete the ozone layer.

 

3.   Approved the proposal to borrow SDR29.2Million(US$40.0Million) from the International Development Association of the World Bank Gender-Based Violence(GBV) prevention and response project. The Loan is required:

 

(i) To increase participation in Gender-Based Violence prevention Programs; and

 

(ii) To increase utilization of multi-sectoral services for survivors of Gender-Based Violence in targeted districts.

 

4.   Noted that Uganda will commemorate the International Labour Day on 1st May,2018 at Sembabule Town Council Play Ground,

 

Sembabule district under the theme “Promoting the Public Spirit in The Public Sector”.

 

5.   Reiterated its earlier Directive to Minister of Water and Environment toexpeditiously mobilize resources to conduct the recommended studies on Strategic Environmental Assessment and socio-Economic Impact Assessment to inform the formulation of the New Water Release and Abstraction Policy for the Lake Victoria Basin by the East African Community.
