August 2018: Week 2

BRIEFING TO THE MEDIA ON CABINET DECISIONS TAKEN DURING THE CABINET MEETING HELD ON MONDAY 13th AUGUST, 2018 AT STATE HOUSE, ENTEBBE

Cabinet:

  1. Approved the appointment of Ms. Rita Zaramba Sekade as a Member of the Pornography Control Committee (representing Media Houses).
  1. Approved the proposal to borrow up to Euro 40.0Million from Kreditanstalt Fur Wielderaufbau (KFW) the German Development Bank to finance the Gulu–Agago Electricity Transmission Line Project.
  1. Approved the Persons with Disabilities Bill, 2018. The Bill has the following objectives:

(i)                  To provide for the respect and promotion of the fundamental and other rights and freedoms of persons with disabilities and for the non-discrimination of persons with disabilities;

(ii)                To provide for the special requirements of persons with disabilities in education, health and employment;

(iii)              To regulate the accessibility of public buildings and the provision of transport and other services on commercial basis;

(iv)              To provide for affirmative action by Government;

(v)                 To re-establish the National Council for Disability as a National Council for persons with disabilities and to provide for its composition and functions;

(vi)              To transfer the properties of the Uganda Foundation of the Blind to the National Council for Disabilities;

(vii)            To provide for the Local Government Councils for Disabilities and their composition and functions; and

(viii)          To repeal the Persons with Disabilities Act 2006, the National Council for Disability Act 2003, and the Uganda Foundation for the Blind Act 1954 .

  1. Noted the new terms for borrowing of loans from the Islamic Development Bank and agreed that the Ministry of Finance, Planning and Economic Development should proceed with the new terms of financing by replacing Istisna’a Mode of financing with Installment Sale Mode of financing for the following Government Projects:

(i)                  Upgrading of Muyembe-Nakapiripirit road Project (US$ 110Million);

(ii)                Upgrading Rwekunye – Apac-Lira-Acholibur Road Project (US$ 210Million); and

(iii)              Upgrading of the Technical and Vocational Training Institute Support Project (US$ 45Million)
